Do you mean

a) An effective looking wound from a bullet hit

or

b) Someone being "hit" by a bullet but without using explosives ?

Because I think this website has a good page about making a bullet hit using some garden implements, like a little weed spraying thing, plus some washing up liquid and food colouring.

Take a look here

The best low-budget bullet hit is probably the compressed air approach found on this site. I and others use an air compressor like you can rent commonly and a rubber hose, sponge and a bit of plasticine. As far as wounds go, I just started using this stuff I found at a hobby shop called Colodium, which you strech out a bit of skin and apply in layers. It contracts your skin and creates a realistic looking scar, which can be make-uped for a nice entrance wound. Stuff is a bit pricey but can be well worth it if you use it right.

If you take your favorite three movies or so and study them with a stopwatch. You will notice a number of smilateries.

Step 1: Videotape the scene with the actor taking the bullet. Lets say to the chest for instance.
The Actor is wearing a blood packet. A t-shirt with an extra large pocket sown onto it made of a nylon stocking.
Fill a number of party baloons with your blood mix to the point where they break open when hit by the actor as he slaps his chest.

Step 2: Load the footage onto your computer into your movie editing software. (With a chroma or transparency function.

Step 3: Go to your realtime 3-D software and sculpt your bullet hit.
This will be like a little puppet connected by heirarchies.
Animate your bullet hit.
Save the animated bullet hit to an avi file.

Step 4: Import your bullet hit to the movie editing software.

Step 5: Place the bullet over the footage of the actor.

Produce file.

Something else you might consider is the personality of the bullit hit.

For instance: In a Indy. Jones movie.

The guns go KaBOOMmmm and the impacts go VIP SMOOSH as blood splashes like a little explosion.

The bad guy usually drops like brick and it's on to the next scene.

In Tombstone. (Doc shoots Ringo) The gun goes POPppp. Ringo'S wound is just a small red spot that just appears there with the help of a cutaway.
It is the actors "Broken Toy" movements after being shot in the head that make the scene.

Remember to be sure the gun is loaded with the proper round for the scene. Inadvertant homocide of bit players and extras is usually looked upon badly by law enforcement agencies and the union.

So the sound of the gun is important.
Pearl Harbor for instance.

Then enemy guns go Kablam!Viiiip!
The American guns go pop, pop, bang?
Lending a feeling of hopelessness to the combat scenes by implying that the enemy guns are louder and therefore more dangerous and overwhelming.

The effect, even if you know what you are looking or listening for is to subconsiously develop a feeling of anxity and futiliy at the situations developing before you.

Ok, I need a gun. Need bullet hits as well but first I need a gun.

Getting a real gun with point blanks in it is the best deal, but its illegal.

So, a plastic gun is the next thing, but I cant really simulate shooting cant I?

ANd is there a way to record a 'gunsshot' from a movie or so?

ANd how did you get your guns?

Emjem:
So you need a gun? Check out airsoft guns...

http://www.airsoftpro.net (good for pistols)
http://www.airsoftextreme.net (good for assault rifles)

The gas guns use compressed CO2, like paintball guns. When you pull the trigger, you can actually see a small cloud of "smoke" at the tip of the weapon. On pistols that feature "blow back", the upper slide will cycle on each shot.

By the way, these are classified as pellet guns. If you can own a BB gun, you can own any of these.

A note about Colodion:

Make sure you don't leave it on too long. Also have the proper remover...(spirit gum remover or something). It will leave red welts where the "scar" used to be. Oh yeah, and the first time you use it, don't test it on your girlfriend...
